The Council’s year runs from May, our Chair Councillor Allan Cook updated the Full Council about his recent activities, please see below announcements.
16th January 2025
• Unfortunately the weather prevented the street market to switch on the light in Station Road. I had worked with the RMA to put up Christmas trees in Station Road and to take them down.
• I guided Santa and his sleigh around R&M on Dec 13th. A very successful evening. The charity raised over £600.
• I hosted the CC dinner at the Golf Club, a very pleasant evening and an opportunity to thank those who work so hard in the Community.
• I helped with the Panto at the OCR which was a great success. Next year we are looking to move the event to Morganstown V H.
• I look in on the clerks regularly, although they have been off for two weeks over Christmas.
November 2024
- I’ve met with the clerks regularly to discuss outstanding issues.
- I researched and bought plastic plants and planter for the foyer as requested by the OCR Board. I hope members approve.
- I laid a wreath on behalf of the CC on Sunday 10th Nov, and hosted and welcomed the guests to the Tennis Club reception. I ensured that all those present at the War Memorial were invited to the Tennis Club event.
October 2024
- I attended a meeting of the Joint Schools working party hosted by the Comp.
- I met with the Assistant clerk and Anthony from the lighting contractors to discuss arrangements for Christmas.
- I met with David Barnes in Pentwyn Park to agree the line of the new fence alongside 28 Pentywn, job now completed.
- I attended a meeting of One Voice Wales via Zoom. Approx 60+ attended. Most of the chat came from Clerks but it was interesting to understand their problems, especially in relation to bullying.
- By the time of our next Full Council, the Clerk and I will have attended a meeting of One Voice Wales at the Royal Welsh Showground in Builth Wells. I will have attended the 40th anniversary tea of the Guide Centre to represent the CC.
- I regularly meet with the clerks and with the Deputy Chair to discuss outstanding problems.
September 2024
- I’ve met with the Vice Chair on several occasions to discuss outstanding problems – especially the new Bank accounts.
- I’ve discussed the Armistice Day event with the organisers – Sun Nov 10th.
- I attended a meeting of the Quarry Liaison Committee.
- I inspected the Kingfisher pond with Mike Clarke after the incident when a member of the public became stuck in the mud and needed the help of the Fire Brigade.
- I chaired a meeting to discuss the future of the Radyr Chain – hopefully there is progress on this matter.
- I attended the unveiling of a plaque to Barry Warmisham one of the Radyr Woods Wardens.
July 2024
- The Chair attended and took part in the 2nd anniversary for the memorial service for Aryan Ghoniya.
- Visited the clerks at the OCR (Old Church Rooms) on a regular basis to help progress council matters.
- Re-chased Morganstown Village Hall as not heard any further decisions; the trust is administered by their own board so proving difficult.
- Reported Cllr Lloyd Jones seeking a grant as fire regulations had stopped the use of the upper area, the cost estimated at £9,500.
- Sent a letter to Cllr Calum Davies wishing him a speedy recovery, who is still poorly in hospital.
- Received a letter from Colin Johnson who was involved with the web server in respect to no signal in Radyr. Objections on where mast would be situated had delayed implementation. Ofcom had not supported the issue, a further letter to be sent.
- Condolences were given to Cllr Woodall due to the death of his father.
- The Vice Chair Cllr Charles had started working hard on the new Senior Clerks training programme.
- Congratulated Cllr Lloyd Jones on her recent appointment as Cardiff’s Deputy Lord Mayor.
June 2024
- It was agreed announcements in future will be from the Chair and the Vice Chair submitted in written format.
- The new Senior Clerk was welcomed into the post; Cllr Charles will look at training requirements and qualification progression. The Clerk from Tongwynlais Community Council has agreed to Mentor and assist with any additional support.
- Attends OCR on Mondays and Thursdays to assist with any matters arising.
- Met with Morganstown Village Hall to discuss funding to implement improvements to the hall and with their security to discuss the door system bookings being administered on our OCR system.
- Plaque 2nd Anniversary for Aryan Ghoniya being honoured at a service Monday 24th June 9.00am at Windsor Gardens all committee members welcomed to attend.
- Vice Cllr Charles advised during June-September she will attend the Standard and Ethics Committee interviewing for new independent member.
- Meeting 7th July Cllr Charles will raise the issue of Community Councils not receiving feedback from the Standard and Ethics committee.
May 2024
- He had met with the Assistant Clerk on several occasions to deal with council matters.
- He had hosted the Church Service and the reception that followed as part of the opening of the festival. Both our Senedd Member, Mark Drakeford, and our MP (Member of Parliament), Kevin Brennan, had been present, as had been the Lord Mayor.
- He thanked the retiring Chair, Tyrone Davies for his work during the year.
- The new Chair said that he did not feel the need to print his announcements and would give a brief resume of his activities to Council each month.
- That he would welcome the new Clerk on her arrival on Monday 20th May
- That he will attend a meeting of the MVH Committee, along with other members of the Council, on Monday 20th May.
April 2024
Since the last time I reported to you I have undertaken the following on behalf of the Council:
- Met/talked with the Assistant Clerk several times to discuss and help progress council matters.
- Met/talked with Assistant Clerk to manage the previous clerk’s departure.
- In conjunction with the Employment Committee, I have progressed the Council’s appointment of a new clerk, i.e., shortlisting and interviewing.
- Progressed our 50th Anniversary Celebration Event (April 27th), in conjunction with the Assistant Clerk.
- Together with other relevant Cllrs I attended a meeting of the Publicity Committee.
- Together with other relevant Cllrs I attended a meeting of the Environment & Regeneration Committee.
- Together with other relevant Cllrs I attended a meeting of the Old Church Rooms Board.
- On behalf of the Council, I attended the AGM (Annual General Meeting) of the Radyr Wardens.

The actions of the Chair were noted and accepted by the meeting.
The Chair also reported that instead of authorising the purchase of two English medium D-Day flags and two Welsh medium D-Day flags he had authorised the purchase of two bilingual flags. These will be flown at the memorial site and from our flagpole on the appropriate date.
Secondly, the Chair also stated that he had received confirmation from Stephen MacCambridge, that he will attend the Full Council meeting on May 16th to give a report on the newly established Youth Club at Radyr Hub which is partly financed by RMCC (Radyr and Morganstown Community Council).
