Julia Charles – Chair of Radyr and Morganstown Community Council
I moved to Radyr Sidings in early December 2013, and my first experience of the Community coming together was the Christmas lightening ceremony. From that moment I wanted to be involved in continuing to raise the community spirit and togetherness. I joined Radyr and Morganstown Community Council in September 2017 and joined the Cardiff Council Standards and Ethics Committee in September 2022
I have a strong background in Human Resources / Learning and Development in Banking and the Civil Service, taking early retirement in October 2023. This knowledge and experience has helped in the Community Council work as Chair of the Finance Committee and a member of the Employment and Allowances Committee. I was extremely proud to be elected chair in May 2025, and I will do my utmost to ensure that Radyr and Morganstown is a lovely and welcoming place to live with great community spirit
Away from the Council, myself and my husband Paul love travelling, even better if there is a local park run involved. You can also find us in the Ninian Stand on Saturdays as we cheer on the might Bluebirds

Iona Shariff – Radyr and Morganstown Community Council
I moved to Cardiff in 2009 and have loved being part of this vibrant and welcoming community ever since. I joined the Radyr and Morganstown Community Council in July 2023 and have really enjoyed getting involved in a variety of local projects, including road safety initiatives, the refurbishment of the Co-op, work with the Friends of Station Road and Cardiff Council to enhance the village centre, and improvements to the Cricket Club and Windsor Gardens.
My professional background is in commercial management, having worked in organisations such as National Grid and Arqiva, where I played a key role in the Broadcast Digital Switchover Project. I also run a small local business, which helps keep me connected to our local community on a day-to-day basis.
Outside of council work, life is kept busy running around after my family, all passionate rugby players and supporters! I enjoy socialising with friends, taking trips away throughout the year, and, when time allows, indulging in an annual spa day!
David Silver – Chair of Publicity & Communications Committee
This is my second term as a Councillor having previously served for a number of years. I have been Chair of the Community Council twice. I have been on the Radyr and Morganstown Association Executive Committee for many years , was Chair for 6 years. I have been Chair of the Festival Committee for the last 8 years.
Although I am now fully retired, my career began as a research scientist and progressed into scientific management in the biomedical area. I have a wealth of experience in financial management, project management, and the oversight of substantial budgets. I have also managed a broad range of HR matters. My leadership roles have seen me manage large departments, both in Cardiff and in the United States, giving me significant expertise in organisational leadership and team management.
Allan Cook – Vice Chair of Radyr and Morganstown Community Council and Chair of Environmental and regeneration Committee
Allan Cook was educated as an historian but is a stage and television director by profession. He worked for the BBC for more than thirty five years, as well as working for many independent companies.
He has lived in R&M for nearly fifty years, becoming involved with with the Scouts, Music Group, Drama Society, the RMA and the Festival. He was Chair of the History Society for more than thirty years.
He is currently Chair of the Environment Committee, but has also been Chair of the Old Church Rooms Board and Chair of the Council.
He sits on the Community Council as an Independant, and guards his independence with great furvour.

Cllr Lauren Fear is the newest member of the Radyr and Morganstown Community Council.
Cllr Lauren Fear – Profile
I am proud to be a member of Radyr and Morganstown Community Council. Radyr has been my family base for the past 25 years, and I have lived here for six years with my two young daughters. We plan to remain here for the long term, and I am deeply committed to supporting and strengthening our community.
I applied to join the Community Council because I am passionate about making a meaningful contribution locally and recognise the vital role the Council plays in shaping and supporting our community.
In my professional role, I am a Board Director at Velindre University NHS Trust, where I lead on Place, Portfolio and Partnerships. The Trust delivers specialist cancer services for South Wales and operates the Welsh Blood Service, responsible for collecting, processing and distributing blood and blood products across Wales. My responsibilities include overseeing our estate and buildings, leading our portfolio of organisational change programmes, and developing strategic partnerships, such as the recent launch of Cardiff Health Partners.
Prior to joining the NHS, I spent 15 years in finance and banking. During that time, I managed branch branches and business banking customers; worked as Chief of Staff to a Chief Risk Officer; and led large-scale, industry-wide change programmes.
I also serve as a Non-Executive Director of Down to Earth, an award-winning social enterprise based in Gower that delivers sustainable construction projects in an inclusive and community-focused way. I am also a Governor at Mary Immaculate High School, serving as a foundation governor for our church, Holy Family in Fairwater.
Outside of work, I enjoy spending time with my family and embracing new challenges. Our latest adventures have been in our VW campervan, Seren, which is helping us create lasting memories. Inspired by my father, I am also walking the Camino Francés, an 800k pilgrimage across Spain, via several stages. I am looking forward to completing my third stage this summer.
As a new Community Councillor, I am focused on listening and learning. Over the coming months, I will be connecting with local community groups and residents to better understand priorities and how the Council can best serve everyone. I have also set up a Facebook page and welcome anyone to get in touch and share their views.
My parents and two sisters, a local teacher and GP, all live in Radyr. As three sisters, we have six little girls growing up here. This gives me a strong personal motivation to contribute positively, ensuring that our wonderful corner of Cardiff continues to thrive for current residents and future generations.
